A���; i �s, ��� <br />N�xcE on cim�r �►�TION <br />PI,ANNING DIRECTOR DE'PSR�IIN1►TION <br />II.0 /7-92 <br />Dear Citizen: <br />The City of Everett Zo�ing Code requires you to be notified as an <br />owner of property within 300 feet of 1716 - 121st St. SE of the <br />following action: <br />The City of Everett Planninq Direator qrants approval of a <br />request by Bill Gustaf$On to reduce the required 75 Poot riparian <br />wetland buffer vidth tiO 3�•5 Peet alonq the west side of Silver <br />Lake Creek at 1716 - iZlst St. SS vi� �e following conditions: <br />�.. Create .25 a�re of Wetland and enhance .14 acres of existing <br />wetland as propased by the Jones & Stokes Associates <br />mitigation and re�eQetation plan dated February 26, 1991 and <br />revised in Marcri °f 1993. A standard of 80$ survival rate <br />and at least 90� erea coverage at the end of a five year <br />period shall be used. The aetland mitigaticrn and <br />enhancement plan must be completed prior to issuance oi <br />building permit6 or a bond Worth 1008 of re»aining <br />improvements musti be aubmitte� to the Planninq Depart�aent. <br />2. Pro��ide a final plantinq plan for the entire 37.5 foot <br />buffer that is acce�table to the city�s Envir�nmental <br />Planner prior to issuance of b�:ilding permita. <br />3. Provide a pernanent fence a minimum of 4z" high along the <br />entire boundary °f the buffer. Where the existing house <br />extends into the puffer, the fence may be cetback five feet <br />from the east side of the house. See che attached site <br />plan. Solid board� post and rt�il, chain link, picket fence <br />or other type of fence that is acceptable to the Planning <br />Department must be Used. The fence must be mariced with <br />signs stating ��Environmentally Sensitive Area,�� <br />4. Provide the City °f Everatt Planninq Department a Pive yesr <br />assurance devica WOrth 90; of the cost of creating the <br />wetland and plantiing the buffer Prior to issuance aP final <br />certificate of ocauPancy. <br />5. Monitor the site for a five year period. The attached <br />monitor program 5ha11 serve as the basis for the monitoring <br />program. Monitoring shall include a baseline survey after <br />the first year and an assessment of success at the end of <br />the second and fifth years. <br />
