3. The mitigation and reveqetation plan Will improve the <br />functional values of the buffer and the Wetland. The <br />proposal will enhance the lunctional values of the bufler <br />nnd the atream by creating a cenopy within the buffer that <br />will shade the stream to meintain cooler wnter temperatures. <br />In addition, the plantings will reduce the opportunity for <br />human intrusion into the strenm and stream corridor, and <br />prevent the seeding oP lawne up to trie stream boundery. <br />Triis will decrease the potential for pesticides end <br />fertilizer from entering the stream, and will provide food <br />and nesting habitat for wildlifa.
