Mitigation and Revegetation Plan - Silver Lake Road Mutti- <br />Family Apartment <br />��.� <br />INTRODUCfION <br />On Avril 6, 1988, the Ciry of Everett Planning Department sen► a letter infortning <br />RCA, Inc. (SEPA �15-88), former owners of 1,87 acres of property located on Silver lake <br />Road, of faur items that must be submitted to the City of Everett to oomplete the Final <br />Determination of Non•Significance for a proposed 41•unit apartment project. Figure 1 <br />shows the location of the project site. <br />Those four items were: <br />1. "I'he eztent of the wetlands on the site must be staked and mapped by a <br />wetlands specialist and the maps submitted to the ary. 'Itiis should include a <br />soiis analysis of thr nonhern filled area to determine the wetlands status. <br />2. A midgatior. plan for any wedands 6lled muu be submitted to the ciry for review <br />and approvaL This plan should take into s000unt any changes in water level that <br />may occur due to development of the site. <br />3. A revegetation plan with a monitoring section for a?S-foot setback area from <br />the creek and a 35-foot setback area from the pond must be submitted. The <br />revegetation should use nativc grasses and shrubs. <br />4. A revised site plan showing no development within 25 feet of the aeek (except <br />a trail may be meandered in the east 10 feet of the 25•foot setback) and within <br />35 feet of the pond must be submitted." <br />In April 1988, Gustavson, Inc. of Lynnwood, Washington purchased the property from <br />RCA, lnc. and submitted a revised plan (Item 4) to the ciry on June 6, 1988. On June 6th, <br />the ciry informed Gustavson, Ina that itertu 1, 2, and 3 must also be completed before the <br />Determination of Non-Signi6canoe can be rnmpleted. <br />This report provides information on the first three items requested; the fourth itcm, <br />a new site plan, is presented separately by Western Surveyors, Inc. <br />
