MITIGATION OF ADVERSE IMPACTS BY SEPA <br />�� � Uj►ertiesng(SEPA Earth,�Land anJ Shorel ne U e Policies.� �e surcounding <br />2, Prior to issuance of any permits, the Aprlicant must pay a mitigation fee of <br />�QQ per the Intenm Traffic Miugation Ordinance No. 1670-89, as amended. <br />The pro�wsal mu�t comply with all improvements approved in the traffic study• (SEPA <br />Trans{wrtauon Policies) <br />3, 19th Avenue S.E. (SR 527) is designated as a"Gateway" corridor in the Ciry's General <br />Plan. The General Plan states, "Because Everett wants to develop and promote an <br />attracdve image, all entry corcidors into the City should be designated as "Gateways" <br />and standards should be aPpliecf to developments along such "Gateways" relating to <br />bnilding Jesign, landscapmg, signage, ouWoor storage and other aesthetic <br />cousiderations that will serve to upgrade Everett's image." To meet the intent of the <br />policy, the following requirements must be met: <br />e. Ten (10) feet of right-of-way is to be Jeclicated to the City for street purposes <br />for 19th Avenue S.E. <br />b. Full standard half street improveme i earsidewallc, drainage co vol and sveet <br />including but not limitecl to curb, g <br />widening per Ciry Design Standards. <br />c. Sveet trecs must be provided along 19th Avenue S.E. and along 121st Avenue <br />S.E., withspecies approved by the Parks Department. Sveet trees must �tion <br />planted at 20 feet on center. (SEPA land and Shoretine Use and Trans{x� <br />Pol�cies) <br />6, On-site detendon of stormwater runoff from impervious areas is requ'ved. The <br />stormwater treatment facilities must be shown on 1he reyuired IandscaPing Plan, as We�� <br />as on Public Works drainage plans. (SEPA Water Polic�es) <br />7. All collected surface water exidng the subject propercy must be conveyecl agth�e S��b <br />establishment, stable clraina e course, wittun the naturally occurrinB ��ia Y <br />pipe or by an approved swa�e in a manner that will not result in erosion or flooding. <br />Sufficient downsveam informadon and analysis must be provided to enable the Ciry to <br />detcrmine that this requirement is being met. <br />Appropriate easements will be required if conveyance must occur across private <br />property, (SEPA Water Policies) <br />g. If greater than 10,000 s.f. of paved surface will be created bY th�s project, a wet�ond <br />mceung City stnaderds wi�� be required to Veat all stormwater runoff from ihe site's <br />paved areas prior to discharge of the stormwater from the site or ta weUands or <br />streams.
