5 <br /> ORDINANCE NO. <br /> AN ORDINANCE providing for the submission of a <br /> proposition, at an April 27, 2010, special election, <br /> allowing the City to set the emergency medical services <br /> property tax levy up to the previously approved rate of <br /> fifty cents ($0.50) per one thousand ($1,000) assessed <br /> valuation in 2011 and increasing the levy thereafter as <br /> allowed under Chapter 84.55 RCW. <br /> WHEREAS,pursuant to RCW 84.52.069,the qualified electors of the City of Everett, <br /> on February 29, 2000, authorized a permanent emergency medical services property <br /> tax levy of fifty cents ($0.50) per one thousand dollars ($1,000) assessed valuation to <br /> provide emergency medical care and services; and <br /> WHEREAS, because Chapter 84.55 RCW limits the yearly growth of regular <br /> property tax levies to no more than 101% (excluding new construction), the City, in <br /> 2009, was only allowed to collect an amount equal to an approximate levy rate of <br /> thirty-two cents($0.32)per one thousand($1,000) assessed valuation;and <br /> WHEREAS, current funding is insufficient to allow the City to continue providing <br /> emergency medical care and services at the level residents expect and the City may, <br /> pursuant to RCW 84.55.050, ask the voters to approve a levy exceeding the one <br /> percent(1%)limit factor; and <br /> WHEREAS, in the best interest of the public health, safety, and general welfare it is <br /> deemed necessary and advisable to restore the City's emergency medical services <br /> property tax levy capacity to its previously approved rate of fifty cents ($0.50)per one <br /> thousand ($1,000) assessed valuation in order to maintain and improve emergency <br /> medical services; <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section I. Levy Lid Lift Election Called For. <br /> The City of Everett City Council,pursuant to RCW 84.55.050,hereby calls for <br /> 1'b <br />
