6 <br /> Describe compliance need for the project: <br /> As described above,the existing 8-inch north water supply line is 50 years old and is approaching the end of its useful <br /> life.Over the last 4 years,we had three leaks beneath the Snohomish River,which discharged an undetermined <br /> amount of chlorinated water into the river.These leaks required the use of divers to be repaired.The.new proposed <br /> pipe will eliminate these unwanted leaks into the Snohomish River for the next one hundred years.Also,based on <br /> recent hydraulic modeling,the existing 8-inch north water supply line needs to be upsized to 18 inches in order to <br /> provide adequate fire flow protection to Smith Island and thus to comply with existing fire requirements. <br /> Describe other needs for the project: <br /> To minimize future environmental and social impacts and to realize cost efficiencies,the needed 18-inch north water <br /> supply line will be upsized to 36 inches to accommodate the overall Tulalip Water Pipeline that will supply water to the <br /> Tulalip Tribes north of the City. <br /> Describe the"green infrastructure"elements of this project(be as detailed and specific as possible): <br /> (Note-"green infrastructure"is defined as infrastructure construction that results in water use efficiency,energy <br /> efficiency,or that uses innovative approaches to achieve environmental protection) <br /> The project will replace a 50-year old water pipe which had 3 leaks of chlorinated water beneath the Snohomish River <br /> over the past 4 years.This project will eliminate those leaks and the negative environmental impact they cause on fish <br /> and other river species. <br /> Also,by extending potable water service to the Tulalip Tribes and potentially the north end of Snohomish County,this <br /> project will encourage development of concentrated urban centers,thus minimizing uncontrolled,sprawling growth.
