Permit Conditions 2 <br /> General. <br /> 1. The street closure area will only be open to the public from 11:00 a.m.to 2:00 p.m.on March <br /> 11,2010. Street barricades will be available atthe two intersections,and will be placed by <br /> Library Place to block intersections as approved on the attached street closure plan at 11:00 <br /> a.m. Cars parked in the street dosure area will not be towed by Everett Police Department. <br /> Library Place may block off parking in the street closure area beginning at 6:00 a.m.with <br /> appropriate barricades. <br /> 2. There shall be no fee of any kind charged or assessed the public for attending the event. <br /> 3. Library Place may not represent or imply that the event is City sponsored or sanctioned. <br /> 4. At its sole option,City may verify concurrences by adjoining property owners; lack of <br /> concurrence by any adjoining property owner may be cause for revocation or non-issuance of <br /> permit. <br /> 5. Permit may be revoked at any time after issuance if,in the sole opinion of the City staff, <br /> satisfactory compliance with permit conditions is not achieved or maintained. <br /> 6. Material changes to Library Place's plan presented to the city as of March 2,2010 may only be <br /> made by Library Place with the City's approval. In its sole discretion,the City may withhold <br /> approval. Library Place acknowledges that such changes should be submitted sufficiently in <br /> advance to allow the City adequate time to review the proposed changes. <br /> 7. Foot traffic and pedestrian access to business establishments in the street closure area may not <br /> be blocked or impeded. <br /> 8. In the event any amendment or adoption of an ordinance takes effect before or during the <br /> event,Library Place shall comply with the requirements of such ordinance,even if such <br /> ordinance establishes different requirements than those described in these conditions. These <br /> permit conditions will be deemed to be amended by such ordinance. <br /> Health/Safety <br /> 9. Library Place will provide staff in the immediate area of the street dosure in order to open <br /> street access to any emergency vehicle as may be needed. Staff will also be available to allow <br /> any parked vehides within the street dosure area to exit once the closure has been set. <br /> 10. Library Place must clean up;the City will not provide cleaning equipment or labor. All clean up <br /> will be completed prior to street opening,but no later than 3:00 p.m. Library Place will be <br /> charged for any fees related to dean-up if not completed to the satisfaction of the City. The City <br /> Street Department will conduct a dean-up inspection. <br /> 11. The permit and closures may be suspended or terminated for life/safety reasons or for failure or <br /> refusal to timely comply with reasonable direction by,city personnel,such as police or fire,or <br /> failure to comply with permit conditions. <br /> Vendors <br /> Financial <br /> Traffic <br /> 12. The street closure area is approved as designated on the attached street closure plan. <br /> 13. Library Place shall arrange and pay for placement of all necessary barricades and signs. <br /> 14. Library Place staff and volunteers will remove all traffic barricades,parking barricades,and <br /> signage no later than 3:00 p.m.and place all My barricades and signage at the intersection <br /> corner(off street)for pickup by the City. <br /> 7 <br />
