22. Discharge of water to wetland should mimic natural discharges as much as is feasible. <br /> Point source discharges should not be created where they do not naturally occur. <br /> Techniques that result in dispersed discharge, such as dispersion trenches or buried <br /> perforated pipe located at wetland buffer edges, can be used to mimic naturally <br /> occurring sheet flow into wetlands. (SEPA Water and Plant and Animal Policies) <br /> 23. A specialty designated area will be required for washing of cars by tenants of the <br /> complex. The area must be hydrologically isolated from the rest of the site, be covered, <br /> and wash water from the area must drain to the sanitary sewer after being routed <br /> through a b,3ffle-type oil/water separator designed to city standards. Signs must be <br /> posted on V ie site limiting car washing to the designated area only. The condominium <br /> sales agreemen'.or rental agreements must contain a clause prohibiting car washing on <br /> the site outside of the specially designated area. A covenant must be recorded and <br /> signed by the owner stating that such a clause will be written into the condominium sales <br /> and rental agreements. In addition, a note stating that car washing is only permissible in <br /> the designated area must be included on the stone drainage plans. <br /> As an alternative to the specially designated car washing area, hose bibs can be <br /> eliminated from the site or resident access to them prevented. If this option is exercised, <br /> the condominium s-.Ies or rental agreements must contain a clause prohibiting car <br /> washing on the site. A covenant must be recorded and signed by the owner stating that <br /> such a clause will be written into the tenant leases and/or rental agreements In addition, <br /> a note stating that car washing is prohibited on the site must be added on the storm <br /> drairege plans. (SEPA Water and Plant and Animal Policies) <br /> 24. The condominium sales and rental agreements for the project must contain a clause <br /> prohibiting vehicle maintenance on the site. All storm drains in the complex must be stenciled with substantially the following <br /> language: "Dump No Waste, Drains to Wetland." This reminder is typically spray- <br /> painted onto the ground adjacent to the catch basin with the use of a stencil. The <br /> treatment needs to be repeated, approximately annually, when the paint wears off. The <br /> developer/owner may either perform the stenciling, or give permission for volunteer <br /> groups to enter onto the property and perform the stenciling. Per City Policies, due to the proximity of the site to environmentally sensitive areas, <br /> seasonal limitations will be placed on land alteration activities on the site. Land alteration <br /> activities are defined in the city's Design and Construction Standards and Specifications <br /> as clearing, grubbing, excavation, filling, grading, and stockpiling. Determination of the <br /> exact seasonal limitation period requires site specific information generally not available <br /> until the project's design stage. Prior to issuance of occupancy permits, the owner shall submit an analysis by an arborist <br /> of trees within the native growth protection easement that have a high potential to fall on <br /> the residential units.
