5. Must not be found to be addicted to the use of intoxicating liquor, dangerous <br />drugs or narcotics within two years of the date of application; <br />6. Must have submitted to a medical examination at the applicant's expense by a <br />licensed physician and filed with the city clerk a certificate from said physician <br />certifying his fitness as a for -hire driver. Such examination shall be required at <br />least every four years but not for renewals of such license; provided, however, the <br />city clerk may at any time at her/his discretion require any licensee to be so <br />examined and to secure such a certificate or renewal thereof, any applicant who <br />fails to pass a satisfactory medical examination may be re-examined after thirty <br />days from the date of original examination, and if following such re-examination <br />the certificate herein required is issued, the applicant may be licensed in <br />accordance with the provisions of this chapter provided all other requirements are <br />met; <br />7. Must not have been convicted of any felony crime pertaining to alcohol, <br />controlled substances, fraud, gambling, physical violence, prostitution, <br />racketeering, robbery, theft or that is otherwise directly related to the applicant's <br />ability to properly operate as a for -hire driver, and the time elapsed since the <br />conviction is less than ten years; <br />8. Must not have been convicted of or forfeited bail to any crime pertaining to <br />alcohol, controlled substances, fraud, gambling, physical violence, prostitution, <br />racketeering, robbery, theft, or that is otherwise directly related to the applicant's <br />ability to properly operate as a for -hire driver, and the time elapsed since the <br />conviction is less than three years; <br />9. Must not have been convicted of any criminal traffic offense within a period of <br />two years preceding his application for a for -hire driver's license; <br />10. Must not have been found to have committed any two traffic infractions within <br />twelve months preceding an application for a for -hire driver's license, whether it <br />be a new application or an application for renewal thereof; <br />11. Must show proof that he is covered by an insurance policy which meets the <br />minimum requirements as set forth in this chapter; <br />12. Must successfully complete a written examination administered at the time of <br />initial application and at such other times as required by the city clerk. The <br />examination will test the applicant's knowledge of the ordinance requirements <br />dealing with fare determination, driver -passenger relations, conduct including the <br />applicant's ability to understand oral and written directions in the English <br />language, vehicle safety requirements and driver regulations, and a satisfactory <br />geographic knowledge of the city; and <br />13. Must not have been convicted of a crime for which he is required to register as a <br />sex offender pursuant to RCW 9A.44.130. <br />Section 3: Section 40 of Ordinance No. 2297-98 (EMC 5.68.390), which reads as <br />follows: <br />7 <br />
