A request for a one year extension.of 1g81 <br />this Final Declaration of Nonsignificance may be made to the Pi�ti:irf9 <br />Director prior to the expiration date.I., ..............__..I..............» <br />ERETC <br />Description of Proposal: pubec works Dept. <br />The proposed action Is the Issuance of building permits to allow the conversion of an existing single <br />family residence to a duplex structure. The proposed duplex is to be integrated Into a condominium <br />project which includes three additional duplex buildings to the west. The following factors were <br />considered and the listed requirements placed in response to comments received from various City <br />departments after their review of an Environmental Checklist for this proposal: <br />1. The area is zoned R-2, which would allow the proposed use. <br />2. Substantial landscaped area must be retained to provide visual screening from the contiguous <br />uses. <br />3. Public Works Department Requirements: <br />a. A detailed drawing shall be submitted to the Public Works Department showing parking <br />layout, landscaping, driveways, utilities, storm drainage, and all required Improvements to <br />the public right of way. Public Works Department approval of these drawings Is required <br />J before any permits are issued. All Improvements shall be completed before the <br />Occupancy Permit is Issued. <br />As-builts, easements, and a one year Warrantee Bond in the amount of 10%of the cost of <br />construction of the public water system are required within 10 working days of obtaining <br />`✓��� public water connection. <br />5 <br />b. Ay streets are to be kept clear of dirt and debris during construction. <br />C. During construction, all truck traffic to and from the site within the City of Everett shall <br />be on arterial streets unless otherwise approved by the Public Works Department. <br />d. An additional sewer fee of $157 ($496/duplex minus $339/single family dwelling) will be <br />required for the proposed duplex. Total sewer capital Improvement fees will include $496 <br />per duplex plus $137 for the converted single family unit. <br />e. Parking and access plan will require traffic engineer's approval. Access shall not be <br />constructed to allow a private internal looped driveway system. Access to the easterly <br />most lot must be limited to provide access to said lot only. <br />f. Drainage system to be developed for handling of storm water. Rooftop drainage may be <br />disposed of by downspouts discharging onto concrete splash blocks or by conveying to a <br />drywell system. <br />g. A preconstruction conference on Civil Engineering portion of project is required prior to <br />approval of Public Works permit. The applicant shall arrange meeting involving applicant, <br />job superintendent, contactor, all subcontractors, Fire Marshal, Planning Department <br />Coordinator, Building Department Coordinator, Public Works Coordinator, Public Works <br />Inspector, and City Traffic Engineer. <br />h. Water and sewer utilities must be extended in conformance with Public Works require- <br />ments. <br />
