O <br />3. There are no reasonable alternatives which would allow for acceptable <br />design of the short subdivision in accordance with existing standards. <br />Finding: The easement access option is the only available <br />alternative, panhandle option could not be used. <br />Conclusion: Easement access is reasonable at this location. <br />4. The applicant's request for a short subdivision has been processed by <br />the City which confirms that the final approval cannot be granted <br />without an authorized variation from the Board. <br />a. Finding: The applicant has filed a short subdivision with the <br />City. <br />b. Conclusion: The short subdivision has been granted prelimina <br />approval. <br />5. Furthermore, when granting a variation to allow easement access to any <br />lot, the Board shall determine that; common easement serving one (1) <br />lot shall have a width of not less than 20'; method and responsibility <br />for maintenance shall be established; must have one (1) lot fronting on <br />a street for each lot served by an easement; and the compuLatfon of lot <br />sizes for rear lots shall not use the easement. <br />a. Finding: The easement is 20' wide with one (1) lot fronting on <br />74th Street and one (1) lot with zero (0) frontage. All lots <br />meet zoning requirements for lot area. <br />b. Conclusion: All conditions of 18.44.210(0) have been met. <br />RECOMMENDATIM APPROVE <br />Approve an easement access as requested by the applicant with the fol <br />conditions: <br />1. The easement is only effective when final approval has been granted to <br />Short Subdivision #29-84. All conditions of that short subdivision <br />must be met. <br />2. The effective easement width shall not be less than 20'. <br />3. The applicant must provide an easement document that is acceptable <br />the City setting forth the method and responsibility for maintenance <br />easement access area providing perpetual access to all lots in <br />short plat. This easement must be a non-exclusive easement. <br />-'- <br />
