INSTRUCTIONS TO BIDDERS FOR HOUSING REHABILITATION <br />To be entitled to considerc.tior., bids must be made in accordance with and in Lansideration of the <br />following: <br />I. Bidders must appear on the Community Housing Improvement Program (CHIP) Contractors List <br />in order to be eligible to bid. <br />2. Bids must be made on City of Everett CHIP forms, all blank spaces in the form must be filled <br />out, the appropriate signatures must be provided in longhand and the completed forms must be <br />without notes, scribbles, alteration and erasure. There should only be one figure per provided <br />line per each indil '.dual item. All spaces are to be filled in with BLACK INK. <br />3. No oral, telegraphic or telephonic proposals or modifications will be considered. <br />4. Bids shall be addressed to the owner in care of CHIP, enclosed in a sealed envelope and labeled <br />as follows: <br />A. Community Housing Improvement Program, 3002 Wetmore, Everett <br />B. Name and address of the owner <br />C. Name and address of bidder <br />D. Date and time of bid opening <br />E. Attention: Home Improvement Inspector <br />5. Before submitting a bid, bidders shall carefully examine all contract documents, fully inform <br />themselves as to all conditions and limitations and include in the bid a sum which covers the <br />cost of all items included in the contract. <br />6. Bidders shall carefully examine the property before bidding. <br />1. The owner and CHIP will invite proposals only from contractors to whom they would be willing <br />to award a contract. The owner reserves the right to add bidders to the CHIP Contractors List <br />and to remove bidders th"refrom. Bids shall be let to the lowest responsible bidder. <br />Contractors added at the i ?quest of the owner must fill out and complete the Contractors Form <br />and be approved by the Loan Review Committee prior to becoming an eligible bidder. <br />8. The owner reserves the right to reject any and all bids. <br />9. Any Addendum issued prior to the bid opening shall be included in the aid. <br />10. The owner shall have ten (10) days from the time of opening of bids to accept the bid submitted <br />and to award the contract. Acceptance of a bid is indicated by the execution of a contract. <br />11. Within five (5) days after execution of a contract, the owner and CHIP will issue a Notice to <br />Proceed with the work. U such a Notice is not issued within five (5) days, the bidder may, at his <br />option, withdraw his bid. <br />12. If requested to do so by the owner or CHIP, the bidder shall provide additional information <br />about his/her qualifications, financial status or that of proposed subcontractors. <br />13. Bids must be prepared by, or under the supervision of, the person in the bidder's organization <br />who is licensed as a contractor. All contractors and suocontractors shall have a current <br />Washington State Contractors License. <br />14. In accordance with contract requirements, work must be performed efficiently and <br />expeditiously, under competent supervision at all times and will be subject to frequent <br />inspections. <br />15. All required permits shall be obtained by the contractor before commencing work and the costs <br />Of obtaining permits shall be included in bias.
