A i.IEl."E I <br />Early last month I talked to Chris Woodsam in Olympia about the <br />intention of the Washington State Building Code Advisory Council <br />in the adoption of its regulation reqarding units for handicapped <br />persons in apartments and condominiums. <br />Woodsam told me that he recognizes there is some ambiguity about the <br />application of the regulation to condominiums. <br />The committee that drafted the regulation was aiming primarily at <br />apartment buildings because it felt that there were too few rental <br />units available for the handicapped. They expanded the regulation to <br />include condominiums because there was a belief that a fairly sub- <br />stantial number of condominium units were being purchased by investors <br />and put up for rent. Their logic was that if they wanted to be sure <br />they cowered the rental market they had better cover all of the <br />multi -family residential buildings. <br />Woodsam told me that there has been a lot of complaint about imposing <br />the requirement on condominiums that are intended for occupancy by the <br />purchaser who does not want to have the facilities that the handi- <br />capped unit would have.
