S.W.. It is the <br />intent and requirement ..f the State Environmental <br />Policy Act and the City's implementing SEPA Ordinance <br />that no building permits or activity occur prior to <br />completion of the required environmental review pro- <br />cess. Your project is currently under a review which <br />should be completed on November 12, 1987. It is our <br />position that no construction activity should be per- <br />mitted or occur peior to the final issuance of the ex- <br />pected Determination of Non -Significance. Any action <br />in violation of SEPA is subject to the City' Cease and <br />Desist Ordinance which carries penalties. <br />I would like to call to your attention that the City <br />has been expediting your SEPA review and has committed <br />a great deal of Staff time to assure that your review <br />will occur in the shortest time possible <br />I trust that there are other techniques available to <br />secure the building site from the adverse impacts of <br />rain ::hould that become neceabary prior to our ex- <br />pected Oecision on November 12, 1987. <br />Sincerely, <br />DENNIS L.
