° ETT <br /> RESOLUTION NO. 3912 <br /> A RESOLUTION FOR THE SOLE SOURCE PURCHASE AND WAIVING THE <br /> PUBLIC BIDDING REQUIREMENTS FOR THREE SURFACE TYPE AERATORS <br /> FOR THE EVERETT WATER POLLUTION CONTROL FACILITY. <br /> Whereas, the Everett Water Pollution Control Facility <br /> (EWPCF) has the need to add three aerators for the purpose <br /> of controlling odor generation in the EWPCF lagoons via <br /> surface aeration and mixing; and <br /> Whereas, EWPCF staff have determined that the type and <br /> brand of aerators recommended outperformed others evaluated; <br /> and <br /> Whereas, Based on almost seven years of experience with the <br /> recommended aerators, EWPCF staff have determined they have <br /> provided excellent long term service; and <br /> Whereas, There are aproximately $1000 in spare parts <br /> already on hand for the recommended aerators; and <br /> Whereas, The recommended aerators are more energy efficient <br /> than others evaluated; and <br /> Whereas, The recommended units are easier to move, anchor <br /> and maintain than others evaluated; and <br /> Whereas, The sole distributor in the Northwest for the ' <br /> surface type of aerator specified is Technical Services <br /> Company of Bellevue, Washington. <br /> THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that the purchase of aerators specified is <br /> legitimately limited to a single manufacturer and it's sole <br /> distributor in the Northwest, Technical Services Company of <br /> Bellevue, Washington. Pursuant to RCW 35 . 23 . 352 (9) , the <br /> City hereby waives the requirement of calling for public <br /> bids for the acquisition of the subject equipment.
