V <br /> RESOLUTION NO. 3907 EVERETT <br /> A RESOLUTION relating to health benefits for retirees. <br /> WHEREAS, Snohomish County Physicians Corporation (SCPC) has informally allowed <br /> City of Everett retirees to continue to participate in the City's health benefits program; <br /> and <br /> WHEREAS, SCPC is now requiring the City to make a decision to either formalize an <br /> agreement regarding the retirees or SCPC will terminate the informal program; and <br /> WHEREAS, formalizing a retiree health benefits program with SCPC will have a <br /> negative impact on the City's general fund, the claims history of the City's retirees <br /> having shown losses; and <br /> WHEREAS, recent changes brought about by the State Health Care Reform Act has <br /> resulted in their being a variety of individual plans available to retirees at affordable <br /> rates, which have no impact on the City's general fund; and <br /> WHEREAS, Group Health is willing to establish a formal retiree health benefits program <br /> which will not impact the City's general fund. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> Section 1: Since formalizing a retiree health benefits program with SCPC will have a <br /> negative impact on the City's general fund and is not longer necessary for retirees to be <br /> able to obtain affordable health insurance, the City will not formalize a retiree health <br /> benefits program with SCPC at this time. <br /> Section 2: Since it will not have an impact on the City's general fund, the Mayor is <br /> authorized to enter into an agreement with Group Health to provide health benefits for <br /> City of Everett retirees. <br /> Section 3: The City will continue to lend assistance to City of Everett retirees in finding <br /> affordable health insurance. <br /> _ <br /> Cou ilperson Intr.•ucing Resolution <br /> PASSED and APPROVED this 23rd day of February, 1994. <br /> Council Pr- id 7r <br />
