/ <br /> EV/E.RETT <br /> RESOLUI`ION NO. 3902 <br /> A Resolution of the Everett City Council Amending the Land Use Designation of the Everett <br /> General Plan for Property Located on <br /> Seventh Avenue SE for Single Family Attached Residential Development <br /> WHEREAS, the City Council adopted residential land use policies and a residential land use map <br /> in 1986 to guide residential development in the City as part of the Everett General Plan; and <br /> WHEREAS, the 1986 residential land use policies include policies pertaining to "Single Family <br /> Attached" residential development, including criteria to be applied in considering the designation <br /> of land for single family attached housing; and <br /> WHEREAS, the 1986 residential land use map designated several areas for single family attached <br /> housing, but the City has not implemented the land use designation by applying the corresponding <br /> zoning classification to properties designated for such use; and <br /> WHEREAS, the November Partnership has applied for an amendment to the land use designation <br /> of the Everett General Plan and a rezone for property located on the west side of Seventh Avenue <br /> SE, south of 100th Place SE to establish single family attached housing in accordance with the <br /> residential land use policies and the Everett Zoning Code; and <br /> WHEREAS, the Zoning Code requires that in order for a rezone to be approved, the proposed <br /> zoning must be consistent with the land use designation of the Everett General Plan; and <br /> WHEREAS, the Planning Commission held public hearings on January 4, 1994 and January 18, <br /> 1994, to consider the proposed land use change and rezone and to take public testimony from <br /> area residents and property owners and did consider the relevant policies of the Everett General <br /> Plan residential land use policies, land uses in the vicinity, testimony of the public and the <br /> applicant, criteria for non-project rezones contained in the Zoning Code, and circumstances which <br /> have changed since the land use map and policies were adopted in 1986; and <br /> WHEREAS, the Planning Commission has recommended approval of the proposed change in land <br /> use designation from "single family detached, 5 to 10 dwellings per gross acre" to "single family <br /> attached, 1 to 8 dwellings per gross acre;" and <br /> WHEREAS, the City Council finds that the proposed change in land use designation satisfies the <br /> land use policies and locational criteria of the Everett General Plan for single family attached <br /> residential housing; and <br />
