PLANNING COMMISSION REPORT TO CITY COUNCIL <br /> CONDITIONAL USE SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT <br /> DEPARTMENT OF NATURAL RESOURCES DEEP-WATER DISPOSAL SITE <br /> January 12, 1994 <br /> SMA# 8-93 <br /> WHEREAS, an application for a Conditional Use Shoreline <br /> Substantial Development Permit was received by the City of <br /> Everett as follows: <br /> Applicant: Department of Natural Resources (DNR) <br /> P.O. Box 47027 <br /> Olympia, WA 98504-7027 <br /> Attn: Gene Revelas <br /> Relationship to Property: Owner <br /> Requested Action: To have the City of Everett issue a <br /> Conditional Use Shoreline Permit to <br /> continue the use of the unconfined open- <br /> water dredge material disposal site in <br /> Port Gardner Bay. The subject property <br /> has been used for disposal of dredge <br /> materials for the last six years. DNR <br /> estimates that 1,200,000 cubic yards of <br /> dredged material will be deposited at <br /> the Port Gardner site in the next five <br /> years. <br /> The site along with numerous alternative <br /> locations were extensively studied <br /> during the Puget Sound Dredged Disposal <br /> Analysis (PSDDA) - which was a joint <br /> study headed by the U.S. Army Corps of <br /> Engineers, the Environmental Protection <br /> Agency,the Washington State Department <br /> of Ecology and the Washington State <br /> Department of Natural Resources (DNR) . <br /> The disposal site has been determined to <br /> be depositional in nature (materials to <br /> be deposited there will tend to be <br /> covered by other sediments) and is 420 <br /> feet deep, having limited biological <br /> value. <br /> Location: Latitude 47°58.86' <br /> Longitude 122°16.67' <br /> 1 <br />
