2. Dredge Material Disposal: <br /> Finding: Everett's Shoreline Plan identifies dredge <br /> materials disposal as a conditional use in the <br /> Conservancy-Recreation environment which requires that <br /> the following criteria be met: <br /> a. The proposed use will not be contrary to the <br /> general intent of Everett's Master Program; <br /> b. The proposed use will not interfere with the normal <br /> public use of the public shorelines; <br /> c. The proposed use will be compatible with other uses <br /> in the area; <br /> d. The proposed use will cause no significant adverse <br /> effects to the shoreline environment; and <br /> e. The public interest suffers no substantial <br /> detrimental effect. <br /> Conclusion: The proposed unconfined deep water <br /> disposal meets these tests. Through the Water Quality <br /> Certification procedure, the U.S. Army Corps of <br /> Engineers and the Department of Ecology will review <br /> samples of dredge materials prior to disposal at the <br /> PSDDA site to insure that the materials meet <br /> established standards. All materials deposited at the <br /> PSDDA site will be monitored in accordance with the <br /> rigorous procedures established by the PSDDA agencies. <br /> 3 . Beach Enrichment: <br /> Findinct: The Conservancy-Recreation environment only <br /> permits dredge spoils disposal to provide for beach <br /> enrichment with minimal impact on water quality. <br /> Conclusion: Deep water dredge spoils disposal had not <br /> been anticipated at the time the Shoreline Master Plan <br /> was developed-DNR has historically been issued permits <br /> by DOE in 1972, 1978, 1984, and 1988 for unconfined <br /> open water dredge material disposal. Precedence for <br /> using deep water for dredged materials disposal in Port <br /> Gardner Bay has been established through the issuance <br /> of these permits. <br /> 4. Environmental Review Process: <br /> Finding: A Final Environmental Impact Statement (FEIS) <br /> meeting both the National Environmental Policy Act and <br /> the State Environmental Policy Act requirements was <br /> released in June of 1988. <br /> 3 <br />
