Resolution NO. 3803 E!/EJIETT <br /> A RESOLUTION authorizing application for funding assistance for an outdoor <br /> recreation project for property development on Silver Lake to the Interagency <br /> Committee for Outdoor Recreation as provided by the Washington Wildlife and <br /> Recreation Program (WWRP). <br /> WHEREAS, the City Council of the City of Everett has approved a "Comprehensive Park and <br /> Recreation Plan" for the urban area which idenifies a community park on the East side of Silver Lake <br /> in the southeastern part of the city; and, <br /> WHEREAS, under the provisions of the Washington Wildlife and Recreation Program, state and <br /> federal funding assistance has been authorized and made available to aid in financing the cost of land <br /> acquisition for parks and construction of outdoor recreational facilities for local public bodies; and, <br /> WHEREAS, the City Council of the City of Everett considers it in the best public interest to develop a <br /> waterfront park within the Silver Lake area, comprising approximately 1.3 acres of land; <br /> NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL FOR THE CITY OF <br /> EVERETT, WASHINGTON, <br /> 1. That the Mayor be authorized to make formal application to the Interagency Committee for <br /> Outdoor Recreation for funding assistance in the amount of$374,957. <br /> 2. That any fund assistance so received be received be used in the development of the upland <br /> acreage on the east side of Silverlake known as the East Silverlake Park. <br /> 3. That $374,958 be authorized and appropriated as a source of revenue in the 1994 City of Everett <br /> budget from CIP revenues as the local share of the East Silverlake Park development. <br /> 4. That the combined amounts above of$749,915 be authorized and appropriated as a source of <br /> revenue to, and as a form of expense for East Silverlake Park development and related expenses. <br /> 5. That the City of Everett does hereby certify that the City is responsible to support all non-cash <br /> commitments to the local share should they not materialize. <br /> 6. That any facility developed with financial aid through the Interagency Committee for Outdoor <br /> Recreation be placed in use as an outdoor recreation facility or habitat conservation area and be <br /> retained in such use in perpetuity unless as otherwise provided and agreed to by the City <br /> Council, the Interagency Committee for Outdoor Recreation, and any affected federal agency. <br /> 7. That this resolution become part of a formal application to the Interagency Committee for <br /> Outdoor Recreation. <br /> 8. That adequate notification has been given for public input and that the Park Board of <br /> Commissioners has reviewed and adopted the Master Plan for Silver Lake Public access. <br /> 9. That the site plan has been adopted by the local governing body. <br /> 10. That the City of Everett does certify that the City is owner of the land to be developed and <br /> based on current knowledge, provides assurance there are no encumbrances on the land which <br /> would restrict the recreation or habitat conservation use of the land as proposed in this <br /> application. <br />
