The Applicant requested approval of a Special Property Use Permit for <br /> the installation of a 180-foot high steel communication tower on property <br /> located at 319-76th Street SW, Everett, Washington. The proposed steel <br /> tower will replace an existing 148-foot high steel tower. The antennas on <br /> the existing tower will be relocated to the proposed tower. As part of the <br /> project, the Applicant proposes to construct a 12' by 34' equipment <br /> building on-site. (exhibit 1, Tyler testimony) <br /> 2. The Applicant is a consortium of ten local governments in Snohomish <br /> County that was formed to create a more reliable emergency <br /> communication network. With an improved communication network, <br /> access to public safety agencies, including local police, fire, state patrol, <br /> and search and rescue is provided to the public. The proposed tower is <br /> an integral part of this process because it is the tower that provides the <br /> connections for the cells for the wireless communication service. The <br /> purpose of the increased height is to create better communication <br /> services. The height, as proposed, is the most effective in providing <br /> such services. (exhibit 1) <br /> 3. The proposed facility will be used as part of the Snohomish County <br /> Emergency Response Nutwork. It will improve communications for <br /> police departments, fire departments, and 9-1-1 functions within the City <br /> of Everett. (exhibit 1, Tyler testimony, Sladky testimony) <br /> 4. The subject property is zoned R-1, Single-Family Residential. The <br /> properties to the north, south, and east are also zoned R-1 and are <br /> developed with single-family developments. The property to the west is <br /> zoned R-2 and is developed with single-family residences. (exhibit 1) <br /> 5. The land is owned by the City of Everett and includes a water tank and <br /> utility installation for the City. The existing facility has been on-site for a <br /> number of years. The proposed tower will not significantly change the <br /> use or appearance of the subject property. (Tyler testimony) <br /> 6. The existing 148-foot high gray steel tower will be removed and replaced <br /> with the higher communication tower. Because the proposed use is <br /> considered a major above-ground utility, it is subject to Review Process <br /> III (Use Tables in the City of Everett Zoning Code). (Tylertestimony) <br /> 7.
