9. The subject property fronts 76th Street SW, which is an extension west <br /> of Upper Ridge Road. The street dead-ends on the subject property. <br /> The increased height of the proposed tower will not create impacts on <br /> public services, including streets and utilities. (exhibit 1, Tyler testimony, <br /> Sladky testimony) <br /> 10. The proposal will generate minimal traffic during construction. While <br /> there will be occasional maintenance trips, no other traffic will be <br /> generated. There are no adverse traffic impacts from the proposal. <br /> (exhibit 1, Tyler testimony) <br /> 11. Off-street parking, on-site circulation, and site access will not be an issue <br /> after construction, but the City determined !hat during construction there <br /> may be limited parking. In order to mitigate this impact, the City <br /> ommended that the Applicant be required to provide construction <br /> rking and staging areas on the construction plans. The City <br /> recommended that these areas be located so the parking does not <br /> conflict with residential uses in the general area. (exhibit 1) <br /> 12. As noted, the site is owned by the City of Everett. The existing tower is <br /> currently leased by AT&T for commercial wireless communication <br /> services. The City has determined that the existing tower is unsightly <br /> because of wires and other visual clutter. In addition to the existing <br /> tower, there is a water tank on-site, as well as the 100-foot steel <br /> monopole owned by VoiceStream Wireless. (exhibit 7, Tyler testimony) <br /> 13. The proposed tower will be approximately 32 feet higher than the <br /> existing tower and 80 feet higher than the VoiceStream Wireless tower. <br /> While the proposed tower is higher, it will not be as cluttered as the tower <br /> that is proposed to be replaced. According to the City, this will create a <br /> reduction of aesthetic impacts. There is no alternative available for <br /> underground installation of the electrical wiring from the towers. The surrounding properties are developed with single-family housing. <br /> The proposed tower will be approximately 55 feet from the nearest <br /> residence on the south side of the site and 80 feet from the nearest <br /> residence on the west side of the site. A mature stand of trees will <br /> screen the site from the residences on the north side. (Tyler testimony) <br /> 15. ECAC 19.41.150(D)(2)(c)(7) requires that the proposed tower have a <br /> setback of 180 feet from the nearest residence (determined by the height <br /> Y(C) <br />
