23. In addition to the General Evaluation rriteria as listed in finding 7, <br /> Specific Evaluation criteria for the Special Property Use Permit are set <br /> forth in EMC 19.41 .150.D.1.c. The criteria are summarized below, and <br /> the findings relating to each of the criterion are tiled. <br /> (a) All utility and communications facilities shall be designed, <br /> landscaped, or otherwise screened to ensure compatibility with <br /> surrounding properties. (findings 5 & 15) <br /> (b) Antennas associated with above ground utility of communication <br /> facilities shall be located on exiOng or replacement towers or structures <br /> to the maximum extent technically feasible to discourage the proliferation <br /> of tower structures. (findings 1 8 13) <br /> (c) Tower structures for above ground utility and/or communications <br /> facilities shall not be located in or within 300 feet of residentially zoned <br /> areas unless the Apolicant provides an analysis of alternative sites and <br /> existing facilities. (finding 24) <br /> (d) When tower structures for above ground utility and/or <br /> communication facilities are proposed to be located within 300 feet of <br /> residentially zoned areas, in or within 200 feet of gateway corridors as <br /> designated by the Everett Comprehensive Plan, or in or within 200 feet <br /> or areas under the jurisdiction of the Shoreline Master Program, zones <br /> which otherwise require Review Process II shall use Review Process III. <br /> (e) All utility and communication facilities shall be installed <br /> underground jr within structures to the greatest extent practical in order <br /> to maximize safety and minimize visual and noise impacts upon <br /> surrounding properties. (finding 13) <br /> (f) Above ground and communications facilities shall be designed so <br /> as to be lowest height possible to adequately serve the needs of the <br /> public for the proposed utility of communication service. (finding 13) <br /> (g) Towers associated with above ground utility and communications <br /> facilities and all ancillary structures shall comply with the setback of the <br /> zone in which the property is located. (finding 15) <br /> (h) The above ground utility or communication facility shall be <br /> removed from the site should the use for such purposes be discontinued <br /> for 120 days of more. <br /> �7 <br /> v <br />
