t <br /> „,;41401 <br /> EVE RETT <br /> RESOLUTION NO. 3798 <br /> A RESOLUTION by the City Council of the City of Everett recommending <br /> that the Snohomish CountyCouncil join the Regional Transit Authority <br /> (RTA) based upon the finl Regional'Transit System Plan adopted by the <br /> Joint Regional Policy Committee on May 28, 1993. <br /> WHEREAS, the Joint Regional Policy Committee (JRPC) was formed by Interlocal <br /> Agreement among METRO, SNO-TRAN, Pierce Transit, Community Transit, the City <br /> of Everett and the Washington State Department of Transportation (WSDOT) to <br /> prepare and adopt a regional high capacity transportation (HCT) system and <br /> implementation program, including a financing plan, for King, Pierce and Snohomish <br /> Counties, in accordance with Chapters 81.104 and 81.112 RCW, as amended; and <br /> WHEREAS, the final Regional Transit System Plan adopted by the JRPC on May 28, <br /> 1993 adequately addresses the plan elements required by Chapters 81.104 and 81.112 <br /> RCW, as amended, including a public involvement program, identification and <br /> evaluation of a range of HCT alternatives, and environmental analyses; and <br /> WHEREAS, the final Regional Transit System Plan includes a commitment to <br /> distribute funds to transit agencies to enhance bus services and develop supporting <br /> transit capital facilities based upon the percentage of revenue raised within each transit <br /> district's legal service boundary; and <br /> WHEREAS, the Regional Transit Authority's (RTA's) goal is to connect the region's <br /> four major centers-downtown Everett, Seattle, Tacoma and Bellevue (including <br /> segments to Redmond and Totem Lake) with rapid rail by 2010 and before any <br /> construction on other rapid rail segments begins; and <br /> WHEREAS, the regional rail system vision includes commuter rail service between <br /> Everett and Seattle to be implemented within two years of locally committed funding; <br /> and <br /> 4,r> <br /> CITSOFETERETT <br /> 1- IAL <br /> ENTEN1N3.1993 <br />
