EVERETT <br /> RESOLUTION NO. .3 /3 - <br /> WHEREAS, Chapter 38. 52 RCW provides for and mandates, both on <br /> state and local levels, comprehensive emergency management <br /> programs for the purpose of preparation for and carrying out <br /> emergency functions as further defined therein; and <br /> WHEREAS, each political subdivision is obligated to have an <br /> emergency management program in place meeting the requirements of <br /> Chapter 38 .52 RCW; and <br /> WHEREAS, local political subdivisions are entitled to gather in <br /> the establishment and operation of a local organization for <br /> emergency management as circumstances may warrant and in which <br /> case each political subdivision shall contribute to the cost of <br /> emergency management upon such fair and equitable basis as may be <br /> determined; and <br /> WHEREAS, the political subdivisions of Arlington, Darrington, <br /> Everett, Goldbar, Granite Falls, Index, Lake Stevens, Marysville, <br /> Monroe, Mukilteo, Snohomish, Stanwood, Sultan and unincorporated <br /> portions of Snohomish County (hereinafter referenced as Snohomish <br /> County) have in fact joined together and operated under an <br /> organization known as the "Snohomish County Department of <br /> Emergency Management" (DEM) for the sake of implementing and <br /> conducting a comprehensive emergency management program as a <br /> means of compliance with Chapter 38. 52 RCW; and <br /> WHEREAS, the Snohomish County Department of Emergency Management <br /> organization has been approved and authorized by the State as a <br /> local emergency service organization providing emergency <br /> management services on behalf of the above-referenced political <br /> subdivisions; and <br /> WHEREAS, the Snohomish County Department of Emergency Management <br /> desires to have of record resolutions from each respective <br /> political subdivision which referenced its membership in such <br /> Snohomish County Department of Emergency Management organization <br /> and meet the requirements of WAC 118-06-040, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> 1. That it is an active member of the Snohomish County <br /> Department of Emergency Management for purposes of joining <br /> with other member political subdivisions to establish and <br /> operate an emergency management program and services <br /> consistent with Chapter 38 . 52 RCW; and <br />
