b) discouraging development whose transportation impacts cannot <br /> be accommodated by practical, cost-effective improvements to <br /> the City's transportation system; and <br /> c) enhancement and diversification of Everett's commercial <br /> base, including retail uses; and <br /> d) mitigation of negative impacts from the proposed development <br /> on surrounding properties by providing for street and <br /> drainage improvements, paved parking, landscaping, and <br /> compliance with building code standards; and <br /> e) providing adequate vehicular and pedestrian access without <br /> negatively affecting the adjacent street and sidewalk <br /> system; and <br /> f) allowing a small retail use that will have minimal impact on <br /> the capacity of existing infrastructure such as streets, <br /> utilities, and sewers; and which will have minimal impact on <br /> the environment; <br /> g) establishing boundaries between commercial and residential <br /> areas so that commercial uses face each other across the <br /> street on which they are located, and face away from <br /> adjacent residential areas; and <br /> 5. Adopting a Resolution of Intent to Rezone, which establishes <br /> specific conditions upon the commercial development of the <br /> subject site will ensure that: <br /> a) the B-1 (Neighborhood Shopping) zoning of the subject <br /> property is consistent with a "neighborhood commercial" land <br /> use designation on the Land Use Map of the Everett General <br /> Plan; and <br /> b) applying B-1 zoning with a performance agreement and <br /> Resolution of Intent to Rezone promotes the public health, <br /> safety and welfare, and the best long term interests of the <br /> neighborhood and of the Everett community; and <br /> c) The terms of the attached Resolution of Intent to Rezone are <br /> sufficient to mitigate adverse impacts upon existing and <br /> anticipated land uses in the immediate vicinity of the <br /> subject property; and <br /> d) The zoning of the property will not be officially changed <br /> until the applicant has complied with the terms of the <br /> Resolution of Intent to Rezone. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of <br /> Everett declares that the land use designation of the Land Use Map of <br /> the Everett General Plan is hereby amended by applying the <br /> "Neighborhood Business" designation to the property commonly known as <br /> 8220 Beverly Boulevard. <br /> 2 <br />
