3. In order to minimize erosion, any spoil piles must be covered with plastic sheeting or other <br /> impervious covering staked to the ground or anchored with rocks or sandbags. Berms, <br /> earthen or otherwise, should be constructed at the perimeter of excavated areas to prevent <br /> adjacent site runoff from entering the excavations. (SEPA Earth and Water Policies) <br /> The lead agency for this proposal has determined that it does not have a probable significant <br /> adverse impact on the environment. An Environmental Impact Statement is not required under <br /> RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City <br /> ordinances related to general environmental protection including but not limited to right-of-way <br /> improvement requirements, drainage, etc. This decision was made atter review of a completed <br /> environmental checklist and other information on file with the lead agency. This information is <br /> available to the public on request.
