f r ar <br /> FINAL DECLARATION OF NON-SIGNIFIChOCE #79-133 <br /> The proposed action is the issuance of grading and building permits to allow <br /> Ir the construction of an approximately 15,000 square foot manufacturing and storage <br /> facility. The following factors were considered and the listed requirements were <br /> placed in response to comments submitted by various City Departments during their <br /> review of an Environmental Checklist for this proposal; <br /> 1. The site is zoned M-M, Medium Manufacturing Zone which would allow <br /> this use. The site is currently wooded, primarily with alder. The <br /> performance standards of the M-M Zone must be complied with, including <br /> the sections on outdoor storage, lighting, noise, odors and smoke and <br /> dust. <br /> 2. A detailed drawing shall be submitted to the Public Works Department <br /> showing parking layout, landscaping, driveways, utilities, storm drainage, <br /> (including flow lines and grate elevations) and -all required improvements <br /> to the public-right-of-way. Public Works Department approval of these <br /> drawings is required before any permits are issued. All improvements <br /> shall be completed before the Occupancy Permit is issued. <br /> 3. Approximately 6,000 cubic yards of earth will be excavated from this <br /> site and moved to the contiguous property to the east. Public WorkE <br /> Department approval of a temporary erosion control plan is required <br /> prior to commencing site preparation. <br /> 4. Diainage must be designed in conformance with the City's drainage <br /> ordinance. On-site detention with provision for oii and sediment removal <br /> is required. <br /> 5. Participation in the program to fund the South-end Sanitary Sewer <br /> Interceptor is required. <br /> 6. During construction, City streets are to be kept clear of dirt and <br /> debris and all truck traffic to and from the site within the City <br /> of Everett shall be on arterial streets unless otherwise approved <br /> by the Public Works Department. <br /> A fire hydrant is required within 200 feet of all buildings. Adequate <br /> fire flows and interior fire protection must be provided in conformance <br /> with Fire Department requirements. <br /> S. Access is proposed via 80th Street. Only the northern portion of the site <br /> is being developed at this time; The proposed access must be adequate to <br /> serve any future development on this site and any additional development <br /> must comply with all environmental review procedures. <br /> 9. Improvements to 80th Street shall be coordinated with Entranco Engineers <br /> for consistency with the 75th Street Local Improveme; t District. <br /> 10. All outdoor storage shall be screened so as not to be visible from <br /> adjacent properties or contiguous streets. Landscape screening must <br /> be provided along the eastern property line and adjacent to SR 526. <br /> F_E ..�4f <br />
