Clearing limits shall be staked, Flagged, and/or fenced off prior to initiation of any clearing or <br />land alteration activities as approved by the Engineering and Public Services Inspector. <br />Following completion of construction and prior to issuance of occupancy permits, a <br />C permanent fence must be provided along the edge of the buffer. The fence must be split rail <br />_00 or an alternative design approved by the Planning Director. Environmentally sensitive areas <br />signs must be posted on the fence. (SEPA Earth and Water Policies) <br />Section 4: SURFACE/GROUNDWATER, PLANTS AND ANIMALS <br />4.1 Threshold <br />If a priority species is Wrapped on or within 300 feet of a site or documented on the site by a <br />qualified individual, additional SEPA review may be required. This will require coordination <br />with the Department of Fish and Wildlife to determine appropriate mitigation measures. These <br />may include, but are not limited to, seasonal restriction on construction, provision of buffers, and <br />preservation of existing vegetation. <br />Note: if an endangered plant or wildlife species is found on a site prior to or during <br />development, the developer must comply with all applicable federal, state, and local regulations, <br />including preparation of habitat management plans. (The Subarea Plan preserves priority <br />habitats as defined by the Department of Fish and Wildlife - urban natural open space, riparian <br />corridors, and wetlands.) <br />4.3 Mitigation Measures <br />4.3.1 General Mitigation Measures <br />1. The following Best Management Practices (BMPs) must be followed for all construction <br />work through and immediately adjacent to environmentally sensitive areas and their buffers, <br />unless otherwise required by a permit issued by a federal or state agency. <br />.Work should be done in the dry season whenever possible (June ; 5 to September 15). <br />
