All storm drains must be stenciled with language sitailar to the following: "Dump No Waste, <br />Drains to (Stream/Wetland/Groundwatu)." This reminder is typically spray -painted on to <br />the ground adjacent to the catch basin with the use of a stencil. The treatment needs to be <br />repeated, approximately annually, when the paint wears off. The developer/owner may either <br />perform the stenciling, or give permission for volunteer groups to enter onto the property and <br />perform the stenciling. (SEPA Water, Plant and Animal, and land and Shoreline Use <br />Policies) <br />5. During construction activities, all spills must be contained and removed in such manner as to <br />prevent their entering the waters and soils of the stale. Cleanup of spills shall take <br />precedence over other work on -site. (SEPA Water, Plant and Animal, and Land and <br />Shoreline Use Policies) <br />Section 5: AIR QUALITY AND ODOR <br />53 Threshold <br />All permitted future uses must obtain a Notice of Construction (NOC) as applicable and use best <br />available control technology. As necessary, air quality stL .cs may be required by PSAPCA in <br />order to obtain permits. <br />Uses not being covered in this EIS are listed in Table 1-1 in the Land Use Section. Examples of <br />uses that arc not being covered because they tnay have significant air quality impacts are mining <br />activities, cement and asphalt manufacturing, composting facilities, dog and cat food <br />manufacturing, fish processing, and landfills. Additional SEPA analysis will be required for <br />these uses. <br />5.3 Mitigation Measures <br />l . Regardless of their compliance with existing pollution control regulations, certain uses <br />historically generate the majority of odor complaints received by PSAPCA. Those uses of <br />greatest concern in this regard include industries that u10 fiberglas,t resin and varnish, spray <br />painting (including paint hangers and outdoor spray painting), metal finishing, breweries mid <br />wineries, and loading areas (diesel emissions). The following restrictions shall be placed on <br />these uses: <br />Trunk loading and maneuveritig areas. These uses are currently prohibited within 130 feet of <br />residential areas in the M-1 zone and 100 feet of residential areas in the M-M zone. These <br />zones cover the majority of the portion of the Subarea abutting residential properties. <br />
