FINAL DECLARATION OF NON-SIGNIFIrANCE SEPA # 19-83 This Final Declaration of Nonsignificance shall expire one year from date of issuance unless a completed building permit application has been submitted within that time. A request for a one year extension of this Final Declaration of Nonsignificance may be made to the Planning Director prior to the expiration date. Description of Proposal - The proposed action is the approval of a binding s to p an which will create two parcels, and issuance of grading and building permits for Parcel "B" to allow the construction of an approximately 572 sq. ft. mobile phone relay substation and a 150 foot high monopole antenna. Parcel "A" will remain vacant. The following factors were considered and the listed requirements were placed in response to comments submitted during our review of an environmental checklist for this proposal: 1. The site is zoned M-M, Medium Manufacturing Zone. 2. The site is Located at the edge of the Paine Field Airport turning radius. 3. The antenna is proposed to be located approximately 10-20 feet to the south of an existing embankment. Structural improvements must he approved by the Building Department. 4. A seven foot high chain link fence with three strands of barbed wire is proposed around the antenna. The fence will have wood slats and landscape screening is included in the proposal. 5. All Environmental Review (SEPA) Requirements must be complied with when development is proposed for Parcel "A", and uses proposed must be in compliance with the Zoning Code. 6. Provision of a conduit to the property line on 80th Strnet must be coordinated with General Telephone Company. �7. The antenna must be lighted in compliance with FAA standards, Advisory Circular AC 70/7460-IF, obstruction, marking, and lighting. x8. A written notice of construction must be provided to the Paine Field Airport when construction is initiated. 9. Detailed drawings, in accordance with City Design & Construction Standards, shall be submitted to the Public Works Department showing site parking layout, landscaping, utilities, storm drainage and temporary construction erosion control. Public Works Department approval of these drawings is required prior to any permits being issued. All improvements shall be completed, approved and warranted before the Occupancy Permit is issued. 10. Drainage must be designed in compliance with the City's Drainage ordinance. Storm water runoff from this site must be tightlined to an existing enclosed drainage system; no drywells will be allowed for this site.
