FINAL DECLARATION OF NON-SIGNIFIrANCE <br />SEPA # 19-83 <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit application has <br />been submitted within that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal - The proposed action is the approval of a binding <br />s to p an which will create two parcels, and issuance of grading and building <br />permits for Parcel "B" to allow the construction of an approximately 572 sq. <br />ft. mobile phone relay substation and a 150 foot high monopole antenna. <br />Parcel "A" will remain vacant. The following factors were considered and the <br />listed requirements were placed in response to comments submitted during our <br />review of an environmental checklist for this proposal: <br />1. The site is zoned M-M, Medium Manufacturing Zone. <br />2. The site is Located at the edge of the Paine Field Airport turning <br />radius. <br />3. The antenna is proposed to be located approximately 10-20 feet to the <br />south of an existing embankment. Structural improvements must he <br />approved by the Building Department. <br />4. A seven foot high chain link fence with three strands of barbed wire is <br />proposed around the antenna. The fence will have wood slats and <br />landscape screening is included in the proposal. <br />5. All Environmental Review (SEPA) Requirements must be complied with when <br />development is proposed for Parcel "A", and uses proposed must be in <br />compliance with the Zoning Code. <br />6. Provision of a conduit to the property line on 80th Strnet must be <br />coordinated with General Telephone Company. <br />�7. The antenna must be lighted in compliance with FAA standards, Advisory <br />Circular AC 70/7460-IF, obstruction, marking, and lighting. <br />x8. A written notice of construction must be provided to the Paine Field <br />Airport when construction is initiated. <br />9. Detailed drawings, in accordance with City Design & Construction <br />Standards, shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage and <br />temporary construction erosion control. Public Works Department <br />approval of these drawings is required prior to any permits being <br />issued. All improvements shall be completed, approved and warranted <br />before the Occupancy Permit is issued. <br />10. Drainage must be designed in compliance with the City's Drainage <br />ordinance. Storm water runoff from this site must be tightlined to an <br />existing enclosed drainage system; no drywells will be allowed for this <br />site. <br />
