Permit # B0706 077 Tenant Improvement of Diebold Elections Systems, Inc 830. 80"' Street SIN Dear Mr. Lee: We are writing this letter to request approval for partial occupancy of the above referenced premises in accordance with our phone conversation July 27, 2007. Through no fault of the local management, Diebold Election Systems has found themselves In a real bind. Their lease is expires in their current location September 30. 2007. They are in the middle of a very busy elections season with deadlines for the printing and delivery of ballets. They scheduled the shutdown and relocation of all their print equipment for September 15 through September 30. However, because of delays in obtaining steel deliveries for the construction of the second floor of their office space, the contractor will not be able to complete their office space until approximately October 15, 2007. We are requesting a partial occupancy or a temporary occupancy of the production portion of the facilities for the purpose of printing ballots to meet their October 2007 obligations. Diebold would begin removing equipment form their existing facility September 15, 2007, install it in the new facility, connect all wiring, perform testing through September 30, 2007 and begin printing approximately October 1, 2007. From October 1, 2007 until we receive the final Certificate of Occupancy 18 to 20 employees would be occupying the production area and be printing ballots. We are enclosing a drawing illustrating the portion of the premises that we are requesting permission to occupy while the contractor completes the office improvements. We will provide fully operational sprinkler systems, fire a;arm systems, fire extinguishers, lighting, and exiting (including exit lights and emergency pathway lighting) as required by codes. We will provide sanitary facilities in the form of a men's and women's portable toilets and a fully operational janitor sink. Diebold will not be allowed to enter or occupy any of the office improvements until we receive a final Certificate of Occupancy from the City of Everett. Of course we understand that the above approvals would be subject to the building inspector's Inspections and approval that the above systems are operational and comply with codes. 1 JL
