CITY OF EVERETT <br />PLANNING DIRECTOR DECISION <br />Review Process 11 #10.015 OCIUT <br />December 6, 2010 <br />Applicant: David Thorns <br />1132 900' Street SW N6 <br />Everett, WA 98204 <br />Project Location: 1132 90° Street SW <br />Project Proposal: Construction of exterior stairs, second -storey deck expansion, and carport with no setback <br />from the south lot line. <br />Requested Modification: The applicant requests the following multiple family modification: <br />1) Reduction of the 20-foot rear setback to zero feel. <br />Zoning: R-3L: Multiple Family Low Density <br />General flan: 1.5: Multiple Family, 15-20 Dwellings per gross acre <br />Contact Person: Nels Tygesen Phone: 425.257.8731 <br />Everett Municipal Code (EMC) Title 19 Chapter 15.010.13 states that an applicant may propose and the <br />Planning Director (using Review Process II) may allow an applicant to deviate from certain development <br />standards and/or Multiple Family Design Guidelines provided that the proposal satisfies the evaluation criteria <br />contained In Subsection 15.010.13.3 of the City of Everett Zoning Code. <br />The following applicable criteria established in Subsection 15.010.D.3 of the City of Everett Zoning Code, <br />Modification of Development Standards and Design Guidelines, are used to evaluate the proposed <br />development: <br />The unique characteristics of the subject property and/or Its surroundings and how they will be <br />protected or cnlmneed by modifying the development slnndurds or design guidelines. <br />Findinits: The subject property has an existing six -unit complex located on the south-west corner of 90th <br />Street SW and I I th Place W. There are multiple family developments to the north across 90th Street SW, <br />a duplex on the south adjacent properly, vacant land to the east across 1 Ith Place W, and the City owned <br />property 'Walter E. Hall Park and Golf Course' adjacent to the west. The location of the exterior stairs, <br />second -storey deck expansion, and carport Is In the south rear setback area and abuts the property line <br />dividing the existing complex and the duplex to the south. The s(x-unit complex was permitted and <br />constructed in Snohomish County before annexation in 1990. Records Indicate the structure to be setback <br />five feet from tine south lot line, a second -storey deck on the west side of the structure setback two feet <br />from the south lot line, and uncovered parking up to the south lot line. The applicant stales that a new <br />fence, a new roof for a carport, and new stairs were professionally constructed abutting the south lot line to <br />replace old versions which were both an eyesore and of safety concerns.
