m ORDINANCE NO. 2899-06 AN ORDINANCE DECLARING AN EMERGENCY TO EXIST, AND ESTABLISHING INTERIM REGULATIONS FOR SPECIFIED USES WITHIN A PORTION OF THE DOWNTOWN EVERETT AREA. WHEREAS, the City Council does find: 1. Concerted efforts are being made to redevelop the downtown and it is in the community's interest to support this continued redevelopment of downtown Everett; and 2. Many businesses have opened in downtown since the opening of the events center and the City is aware of more businesses desiring to locate in the downtown retail core; and 3. The City is aware of interest in the development of additional high quality market rate housing in the downtown area; and 4. New high quality private commercial and residential development in downtown is necessary for the further redevelopment of downtown and has been identified in the objectives and policies of the City's Comprehensive Plan; and 5. The Council is concerned about the possible establishment of incompatible uses in the downtown and the impacts they may have upon the redevelopment of this area; and 6. There are a number of uses existing in downtown that may present further challenges to the desired investment in and redevelopment of the downtown core; and 7. The City is currently preparing a downtown plan addressing a variety of matters, including permitted uses and appropriate development standards, and needs additional time to evaluate the potential impacts of these following specified uses on other existing and potential uses in downtown Everett: food banks, plasma donation centers, tattoo parlors, body piercing, video game arcades, social service agencies, parking lots, places of assembly, single room occupancy residences, teen clubs and community centers; and 1
