m <br />ORDINANCE NO. 2899-06 <br />AN ORDINANCE DECLARING AN EMERGENCY TO EXIST, AND <br />ESTABLISHING INTERIM REGULATIONS FOR SPECIFIED USES WITHIN A <br />PORTION OF THE DOWNTOWN EVERETT AREA. <br />WHEREAS, the City Council does find: <br />1. Concerted efforts are being made to redevelop the downtown and it is <br />in the community's interest to support this continued redevelopment of <br />downtown Everett; and <br />2. Many businesses have opened in downtown since the opening of the <br />events center and the City is aware of more businesses desiring to locate in <br />the downtown retail core; and <br />3. The City is aware of interest in the development of additional high <br />quality market rate housing in the downtown area; and <br />4. New high quality private commercial and residential development in <br />downtown is necessary for the further redevelopment of downtown and <br />has been identified in the objectives and policies of the City's <br />Comprehensive Plan; and <br />5. The Council is concerned about the possible establishment of <br />incompatible uses in the downtown and the impacts they may have upon <br />the redevelopment of this area; and <br />6. There are a number of uses existing in downtown that may present <br />further challenges to the desired investment in and redevelopment of the <br />downtown core; and <br />7. The City is currently preparing a downtown plan addressing a variety <br />of matters, including permitted uses and appropriate development <br />standards, and needs additional time to evaluate the potential impacts of <br />these following specified uses on other existing and potential uses in <br />downtown Everett: food banks, plasma donation centers, tattoo parlors, <br />body piercing, video game arcades, social service agencies, parking lots, <br />places of assembly, single room occupancy residences, teen clubs and <br />community centers; and <br />1 <br />
