Land use designations include heavy <br /> manufacturing, light industry and office and industrial park Conversion of the industrial <br /> land base to non-industrial use is discouraged except under limited circumstances where <br /> it can be demonstrated by the property owner that industrial use of a site is not feasible <br /> and that conversion to a non-industrial use will not reduce the viability of adjoining <br /> industrial lands or impact upon the Paine Field Airport. <br /> Policy 2.11.9, d) Manufacturing/Industrial Center. The southwest Everett-Paine <br /> Field area is the major manufacturing and industrial area for Snohomish County. The <br /> intent of designating this area as a "manufacturing/industrial center"is to emphasize the <br /> importance of this area for the economic health of the county and region. This area is <br /> intended to experience even more intensive development with manufacturing, industrial <br /> and other compatible land uses. <br /> Southwest Everett Subarea Plan <br /> In 1997,the SW Everett Subarea.Plan was adopted and incorporated into the <br /> Comprehensive Plan. The plan represented a new approach to planning that integrated <br /> the environmental protection measures under the State Environmental Policy Act(SEPA) <br /> and the planning requirements under the Growth Management Act(GMA). <br /> The plan encompasses an area of almost 4000 acres, including Paine Field although <br /> Paine Field is not in the City of Everett, and is no longer included in Everett's Urban <br /> Growth Area. It borders on Everett, contains industrial lands and has proposed a <br /> wetland mitigation bank within Everett's limits, and its inclusion gives a broader <br /> information base for analysis of environmental systems and impacts. <br /> • <br /> Economic Development Chapter <br /> Policy 7.1.4. Treat industrial lands as a critical and limited resource and protect this <br /> resource with land use policies. <br /> Policy 7.8.3 Preserve the existing base of usable industrial lands, treat these lands as a <br /> resource with policies that protect it. <br /> Analysis,Everett Industrial Lands Policies: Absent a compelling reason to do <br /> otherwise,Everett's Industrial Lands Policies call for protection and preservation of such <br /> upland industrial areas, and the employment base they represent.
