Library or upon request by contacting the Parks Department <br />Office. <br />Purpose <br />The CIP has been developed to serve as a guide for the <br />planning, design and development of capital improvements to <br />meet community values for recreation and open space in <br />Everett for the next six years. The six year comprehensive <br />project list is periodically reviewed, revised and updated to <br />reflect changes in the recreation industry, community values <br />and citizen needs towards parks, recreation and open space. <br />The CIP is based on the work completed for Everett Parks and <br />Recreation "Strategic Master Plan (SMP). The SMP included <br />an extensive community involvement process that included <br />interviewing key park stakeholders, a variety of recreation <br />users, community leaders, open discussions at several public <br />meetings and a statistically valid phone survey. This CIP also <br />includes an overview of how the specific capital projects were <br />identified and information on funding sources. <br />This Capital Improvement Program reflects the community <br />vision for Everett Parks and Recreation as described in the <br />SMP, helps to fulfill the requirements of the Growth <br />Management Act (RCW 36.70A.070) and respond to the <br />guidelines for grant funding as per the Washington State <br />Recreation and Conservation office. <br />The CIP is the culmination of an extensive planning process <br />and represents a specific strategy for meeting the recreational, <br />operational, facility and service needs identified in the SMP. <br />Key issues described in the SMP include developing park <br />standards, location criteria and program elements for specific <br />types of park developments. By developing standards the <br />parks department will be able to plan for the operational <br />impacts of each type of development. The standards are part <br />of the prioritization process and help the City of Everett plan a <br />sustainable system of parks and open space. <br />Sustainability of Capital Improvements <br />The parks department has developed the following <br />sustainability guidelines for capital improvements to <br />demonstrate a commitment to environmental, economic, and <br />social stewardship, cost efficiency, providing healthy <br />environments for staff and visitors, and to contribute to the <br />City's goals of protecting, conserving, and enhancing our <br />environmental resources. <br />Sustainable practices in capital improvements shall include the <br />following: <br />® Integration of building materials and methods that <br />promote environmental protection, efficient <br />management of energy and water resources, <br />management of material resources and waste, <br />protection of environmental quality, protection of health <br />and indoor environmental quality, reinforcement of <br />natural systems <br />® Development standards that includes best practices in <br />construction methods and the use of long lasting <br />durable materials that require limited resources to <br />maintain <br />® Planning and design to maximize the potential of <br />economic vitality through good design that encourages <br />use and community pride and meets standards and <br />outcomes for each park type <br />• Encouraging community involvement to promote public <br />ownership and active stewardship to help maintain <br />facilities <br />• Maximizing the social benefit of public spaces <br />• Encouraging use helping to provide eyes in the park <br />promoting safety and reducing vandalism <br />3 <br />
