The process, depending on the type of project, <br />may include two public meetings to allow for <br />conceptual plan discussion and time for public <br />comment and draft plan development between <br />the meetings. <br />i. It is recommended that in order to <br />maintain community interest no more <br />than eight weeks should be between <br />meetings <br />ii. The meetings should be advertised via <br />community newspapers, e-mail, and <br />direct mail to neighbors within an <br />appropriate radius of the park, broader <br />circulating newspapers, and posting of <br />signs in the park <br />iii. Mail initial informational newsletter to <br />residents within an appropriate radius of <br />project and those on the project mailing <br />list <br />4. Demand and needs analysis <br />a. A list of components that describe and protect <br />community values <br />b. Program elements that can be enhanced or <br />developed. <br />i. Amenities such as restrooms and sport <br />courts <br />ii. Circulation paths and trails <br />iii. Parking, access to transit or alternative <br />forms of transportation <br />iv. Business plan may be needed to <br />determine program elements <br />c. Opportunities and constraints. <br />i. Geological features that pose a danger <br />or provide an opportunity <br />ii. Park access and relationship to off site <br />features <br />iii. Views, smells and sounds that should <br />be preserved or avoided <br />iv. Impacts to Critical Area features and the <br />Growth Management Act. <br />d. A determination of the impact of proposed <br />changes and the implication to the overall park <br />system. <br />i. Development of a business plan when <br />appropriate that includes: <br />1. A financial assessment and <br />projected operating costs <br />2. Market and financial analysis of <br />the value of potential future <br />programs including pro -formas <br />for core program or building <br />development <br />ii. Development of a maintenance <br />management plan <br />iii. Development of operations plan <br />iv. Development of sustainability plan <br />including LEED analysis <br />e. The plan shall clearly identify appropriate kinds <br />of volunteer activities that promote community <br />stewardship. <br />5. Project Adoption <br />a. SEPA review to determine impacts of <br />development on the environment. <br />i. Sepa applications for projects requires <br />that contiguous property owners be <br />notified, all properties that touch or abut <br />the subject property along a point or a <br />line shall be included.
