Un <br />Park Enhancement Plan <br />A park enhancement plan is a detailed plan developed for <br />specific improvements within a park that are consistent with <br />the current Master Plan. These plans provide a detailed outline <br />for specific improvements within a park. Development of <br />specific enhancements defined in the plan may require SEPA <br />or SPU review and shall be evaluated on a case-by-case basis <br />to determine impacts on the environment or compatibility with <br />current land use designations. <br />Park enhancement plans are developed for but not limited to: <br />® New or expanded park facilities. <br />® Playground renovation or replacements. <br />• Trail systems enhancements that do not conflict with <br />other park uses. <br />® Lighting. <br />® Restrooms improvements. <br />® Water features that do not conflict with the intent for the <br />use of the space. <br />® Landscaping that does not significantly impact the <br />designated use of the space. <br />Normal maintenance will not typicall re uire an enhancement <br />planning process. <br />Park Enhancement Plans shall include the following elements <br />in order to meet the requirements of funding agencies and to <br />help address issues that are required as part of permitting that <br />may be required <br />1. Goals, objectives <br />a. A clear process that encourages community <br />involvement. <br />b. A record of community values and goals for the <br />enhancement of the public space. <br />c. A commitment to the outcome of developing a <br />park that meets park standards. <br />2. Inventory <br />a. Site analysis of existing conditions, <br />opportunities and constraints <br />i. Traffic impacts, mass transit locations, <br />trail connections <br />ii. Solar impacts, views and habitat areas. <br />iii. Critical areas, slopes, soils, drainage <br />patterns <br />iv. Electrical, sewer and storm drain <br />locations <br />3. Public involvement -The community involvement <br />process relies on citizens working with city staff to <br />reach a consensus on how public spaces shall be <br />planned. The scale of the enhancement will dictate the <br />level of community involvement. <br />a. Park staff will identify park users, neighbors and <br />interested citizens and establish a project <br />mailing list. <br />i. Request mailing list of community <br />members from Office of Neighborhoods <br />for neighborhood park projects <br />ii. Sepa applications for projects requires <br />that contiguous property owners be <br />notified, all properties that touch or abut <br />the subject property along a point or a <br />line shall be included. Properties that <br />are across a street or right-of-way from <br />the subject property are not considered <br />contiguous Oc <br />17 <br />
