N <br />0 <br />Japanese Gulch Industrial development 97.8 acres <br />Subarea 3 <br />opportunities/Partnerships/Constraints <br />Opportunities: <br />1. Brownfield conversions. Large spaces have been <br />converted to recreation use from industrial land as <br />demonstrated with the development of Phil Johnson <br />Ballfields. The second and third phases of ort unities to <br />development at Cemex will provide opp <br />help address park gaps in the subarea and of the <br />community. Planning for development should consider <br />what type of amenities to add to these areas to help <br />meet service level gaps. <br />2. Outdoor related activities that can take advantage of <br />the beautiful ravines and the possibility of trails linking <br />to the future shoreline trail should be encouraged to <br />help meet trail shortfall service level. These ravines <br />provide valuable habitat for urban wildlife and can <br />provide routes for path systems providing links <br />between neighborhoods. Trail improvements to Powder <br />Mill Gulch can help meet deficits for the area. <br />3. Development of the Shoreline Public Access trail will <br />provide 1.3 miles of trail. <br />4. Merrill Creek may be suitable for trail development or a <br />possible climbing area that can take advantage of the <br />steep slopes. <br />5. Explore possible exchange of some of the less usable <br />areas in Merrill Creek as wetland mitigation in trade for <br />flat land that may be more suitable for recreation use. <br />6. Look for opportunities to work with neighborhoods to <br />improve neighborhood walking trails on undeveloped <br />right of way. <br />Partnerships: <br />1. Work with the City of Mukilteo to improve Edgewater <br />beach and access to the shoreline. <br />2. Consider opportunities to partner with new <br />developments to improve recreation as part of the <br />permitting process. <br />3. Boeing and other industries may be able to provide <br />volunteer labor and adopt trails or park areas. <br />4. Work with neighborhood groups to promote safe <br />walking trails and to create trail maps. <br />Constraints: <br />1. Park growth in this area has been limited by the lack of <br />land suitable for park development, steep terrain and <br />critical areas. <br />2. Large tracts are in industrial use. <br />59 <br />
