V-4 <br />Everett Parks and Recreation Parks <br />Opportunities/Partnerships/Constraints <br />Opportunities <br />1. Development of neighborhood/school park at <br />Emerson Elementary increasing recreational <br />opportunities in the area and expands use of Cascade <br />View Park <br />2. Investigate use of Utility owned wetland areas for <br />wetland banking for developments in exchange for flat <br />dry land that may be more suitable for recreation use. <br />3. Improve connections and add amenities to Interurban <br />Trail to increase use and help to reduce vandalism <br />issues. <br />4. Investigate adding walking trails to Kasch and Walter <br />Hall Park to increase trail inventory <br />5. Consider improving access points to Mukilteo School <br />Properties to increase public use <br />6. Investigate combining new clubhouse for golf course <br />with indoor recreational facility to increase public use <br />and revenue generation. <br />7. Consider use of PUD transmission line property be <br />used for trails or dog off leash areas. <br />8. Look for opportunities to work with neighborhoods to <br />improve neighborhood walking trails on undeveloped <br />right of way. <br />Partnerships: <br />1. Work with schools to improve access and amenities <br />for recreation. <br />2. Investigate partnership with Everett Mall to provide <br />both indoor walking facility use and possible outdoor <br />hard surface recreation activities such as mobile <br />skate parks or basketball courts <br />3. Consider partnerships with religious organizations to <br />provide play fields on private property <br />4. Work with neighborhood groups to promote safe <br />walking trails and to develop trail maps. <br />Constraints: <br />1. Lack of available land <br />2. Large areas are located outside of the city limits but <br />are located within GMA growth boundary. Investigate <br />purchase of land outside of city limits to provide for <br />future park area needs in sub area. <br />3.
