Response to Comments <br />CEMEX Final Supplemental Environmental Impact Statement <br />November 30, 2009 <br />43. Ron Soychak - October 6, 2009 testimony before Everett Planning Commission. <br />Mr. Soychak asked about bulk and density of buildings within the proposed development site. <br />He expressed concern about traffic using nearby park facilities. He supports efforts to minimize <br />night lighting impacts. He questioned roundabouts and wants to see more information on them. <br />Response: Thank you for your comments. Please refer to the response to question 42 above <br />regarding building bulk and density. The key attraction of roundabouts, according to the City <br />Traffic Engineer, is the increased volume of traffic they handle in a given time period. History <br />of use also indicates they are safer than signalized intersections. They are not used much in this <br />area, but are an acceptable design which is more energy efficient and safe. <br />44. Barbara Keller - October 6, 2009 testimony before Everett Planning Commission. <br />Asked if School student impact projections were accurate, if streets are going to be public or <br />private and wide enough for emergency vehicles, and if the projected mix of units would change <br />again. She is concerned about airport noise. She supports keeping the existing industrial zoning <br />in place and noted industry looking to locate or expand in the Kent River Valley may now be <br />looking for such places here in SW Everett. <br />Response: Thank you for your comments. Please refer to the response to comment 32 in <br />Chapter 5 regarding the school impact question. <br />Response from project proponent during the noted hearing, CJ Ebert: Regarding project <br />density and style, Mr. Ebert recommended interested persons view the Bellaterra project in <br />Harbor Pointe, generally behind the QFC store, on the southwest side of Mukilteo Speedway. <br />The easement for airport noise would not be a problem to acquire. He referred to a map of <br />transit routes that could serve the area. He stated that he would work closely with the School <br />Districts to be sure their needs are met. <br />45. George Newman - October 6, 2009 testimony before Everett Planning Commission. <br />Spoke in favor of the proposal.
