Response to Comments <br />CEMEX Final Supplemental Environmental Impact Statement <br />November 30, 2009 <br />As individual developments are brought forward and traffic volumes warrant the installation of <br />traffic control improvements the specific design would be prepared, addressing specific traffic <br />conditions (such as truck volumes, etc.) as they exist at that time. <br />3b&3c) The traffic study submitted includes the LOS outputs that show each movement in <br />detail, included delay and queue information. <br />During the AM Peak Period: <br />W Mukilteo Blvd & Glenwood Ave is projected to operated at LOS F for WB through <br />movements and LOS E Overall under the industrial future development, with WB left queue <br />issue at 95th %tile in all future cases. <br />Madison St & Evergreen Way is projected to reach LOS E for turns and LOS C overall with NB <br />left turn queue issues in industrial case. Under the rezone the operations are better but still issue. <br />W Casino Rd & 5th Ave W— NB through queues in the industrial case. It operated better but still <br />has issue w/ queues under rezone case. <br />During the PM Peak Period <br />Madison St & Evergreen Way is projected to operate at LOS E on the turns with queue issues in <br />baseline but at LOS D overall. Under the future industrial scenario the turns hit LOS F and the <br />queues are worse with LOS E overall in future with industry or with rezone. <br />W Casino Rd & 5th Ave W — NB left operates at LOS E with NB and SB left queues issue in <br />baseline but LOS C overall. In the future with industrial case LOS E overall, turn queue issues. <br />Merrill Creek Parkway and & Glenwood Ave — EB through queue issue in baseline and general <br />queues issue w/ industrial. <br />75th & Hardeson — overall lod e with industry, queue eb and wb w/industrial <br />Glenwood & Sievers-Duecy LOS F for EB approach w/ rezone in roundabout, 1/3 mile queue <br />3d) The trip distribution appears acceptable as submitted. <br />4) Level of service and queuing data (provided) provides relative congestion measures, which <br />relate proportionately to the safety of the area from a vehicle standpoint. Any development in <br />the area would be required to provide pedestrian improvements (sidewalks, etc.), which would <br />improve the safety of pedestrians over current conditions along Sievers-Duecy Blvd. <br />5) The City of Everett uses Level of Service analysis to determine if concurrency is met, which <br />is demonstrated. <br />25.
