There has been considerable discussion concerning these issues. Input has <br />been provided by the Council, Council's ad hoc committee, Administration, Legal as well as the general <br />public. The draft resolution addresses some basic issues: <br />• Purpose <br />• Committee as a whole concept reflected in the structure of Council's agenda <br />• Election of the Council President/Mayor Pro Tem as well as its timing <br />• Procedures for Council initiated legislation <br />• Rudimentary parliamentary procedures based on Council's practices. <br />RECOMMENDATION: <br />Discuss draft Resolution establishing City Council Rules of Procedures for the conduct of Council <br />1 <br />
