Change in the economy both globally and locally, change <br />in the employment climate, change in people's expectations and needs, and <br />change in the social and environmental landscape. CEMEX's proposal reflects <br />these changing times. <br />In 1994, CSR, the predecessor to CEMEX declined the opportunity to place <br />residential development on this site, as they saw sand and gravel mining as <br />incompatible with new homes. Instead CSR requested a land use that has put <br />businesses and jobs on over 100 acres of land. In addition they donated 100 <br />acres of land for parks and open space. <br />In 2009 CEMEXs operations occupy roughly sixty acres of land, which are - <br />permitted as a "',grand -fathered use".
