Mr. Allan Giff-en <br />Director and SEPA Responsible Official <br />City of Everett <br />2930 Wetmore Suite 800 <br />Everett, IVV.A 98201 <br />OCT 2J 6 <br />CITY OF EV -L -RT -,,TT <br />Vlalnnl'ing Dapt. <br />RE: Draft Supplemental Environmental Impact Statement on CEMEX Proposal <br />We would first like to thank the City for the oppoftnity to comment on the <br />DSEIS. <br />The Planning Commission has a once in a generation opportunity to make a <br />recommendation that will help weave the fabric for a new and vibrant community <br />in Southwest Everett. <br />As we approach the end of the first decade of the 21st Century tremendous <br />change is taking place. Change in the economy both globally and locally, change <br />in the employment climate, change in people's expectations and needs, and <br />change in the social and environmental landscape. CEMEX's proposal reflects <br />these changing times. <br />In 1994, CSR, the predecessor to CEMEX declined the opportunity to place <br />residential development on this site, as they saw sand and gravel mining as <br />incompatible with new homes. Instead CSR requested a land use that has put <br />businesses and jobs on over 100 acres of land. In addition they donated 100 <br />acres of land for parks and open space. <br />In 2009 CEMEXs operations occupy roughly sixty acres of land, which are - <br />permitted as a "',grand -fathered use".
