Page 2 <br />CEMEX Supplemental EIS Comment- City of Everett Planning; Department <br />October 26, 2009 <br />Creative urban infill and increasing residential densities is often difficult to do within established <br />single family neighborhoods. The opportunity to accommodate some of this planned growth <br />within a city by reclaiming a gravel pit with substantial acreage and adequate infrastructure is <br />clearly consistent with state GMA goals and county -wide planning policies. The 117 acres at <br />this location in south Everett provides a rare opportunity within an Urban Growth Area (UGA) to <br />transform a gravel pit into a quality mixed-use neighborhood based on a unified master plan with <br />contemporary urban design standards. <br />This sort of mixed-use development guided by a creative master plan and well -thought out <br />design standards is what is needed for the future. I encourage you to embrace Alternative 1 in <br />the DEIS and recommend approval of the necessary comprehensive plan amendments with <br />corresponding rezone and modification to the FDO standards to enable the master plan proposal <br />and development agreement to proceed. <br />Thank you for the opportunity to present comment and participate in this process. <br />H.
