'lardner <br />Monday, October 26, 2009 <br />Mr. Dayle Rosenzweig <br />Manager Real Estate Operations <br />CAMPBELL SOUP COMPANY <br />Real Estate Box 216 <br />One Campbell Place <br />Camden, NJ 08103 <br />VIA E-MAIL <br />Dear Mr. Rozenweig: <br />SUBJECT: SOUTH EVERETT INDUSTRIAL ANALYSIS <br />At your request we have reviewed the Property Counselors' Study that was prepared for the <br />City of Everett and our comments are shown below. <br />Property Counselors' "South Everett Industrial Land Analysis" provides an examination of <br />the status of the industrial market in Snohomish County, Washington's South Everett <br />submarket, with special focus upon how industrial zoning regulations impact the city's <br />desired outcomes in the district. The report finds that there is currently an inadequate <br />supply of industrial land to meet the City's 20 -year planning horizon. It is the report's <br />contention that, if the City were to approve the requested comprehensive plan amendment <br />and rezone, its policies regarding conversion of industrial land must be reviewed and <br />amended as well. The report also argues that, due to the significant, beneficial economic <br />impacts associated with the industrial sector, regulations should be put in place to ensure <br />that all remaining land that is available for such uses should retain its current zoning. <br />The report comes to a conclusion that, "the City should not, as a policy, allow for conversion <br />of industrial designated lands except in special circumstances..." This would, for the most <br />part be a continuation of prior guidelines, except for a minor caveat. Property Counselors <br />recommends increased stringency for Land Use Policy 2.11.3, which currently reads, <br />"...conversion of lands (should) be discouraged unless industrial development is not <br />feasible." Their recommended alteration would instead read `industrial lands cannot be <br />converted to other uses unless it can be demonstrated that the characteristics of the site do <br />not match requirements for size, shape, topography, access, and context."' <br />I South Everett Industrial Land Analysis, Pp. 6. <br />THE MAYNARD BUILDING <br />92 S.
