Robert F. Zane
Vice President -Real Estate Operations
April 15, 2009
Allan Griffen
Director, Planning and Community Development Responsible Official
City of Everett
2930 Wetmore Avenue, Suite 8-A
Everett, WA 98201
0
One Campbell Place, MS 200
Camden, N1 08103
856.968.4411
856.968.2894 Fax
robert—zane@campbellsoup.com
Re: Scoping Comments on Supplemental EIS for CEMEX Proposal — SEPA 09-001
Dear Mr. Griffen:
This letter provides the comments of the Campbell Soup Company and its affiliate, StockPot,
Inc., on the scoping of the Supplemental Environmental Impact Statement ("SEIS") for the
Comprehensive Plan map amendment and rezone of the 118 acre CEMEX site as referenced
above (the "Proposal"). Campbell's and StockPot wish to reiterate their concerns relating to the
environmental impacts of the Proposal, some of which were discussed in our November 6, 2008
comment letter on the MDNS for the Proposal (the "MDNS Letter," submitted prior to the
withdrawal of MDNS "SEPA 08-042" for the Proposal). Further, we urge the City to include in
the SEIS a full analysis of these, and other, environmental impacts of the Proposal.
As noted in our MDNS Letter', the Proposal will affect the operations of StockPot's $80 million,
220,000 square foot state-of-the-art culinary campus located at 1200 Merrill Creek Pkwy, which
was developed with the expectation that the surrounding land would be developed pursuant to its
current industrial zoning. The Proposal contemplates changing large tracts of land from
industrial to residential and commercial uses, which is likely to have a number of significant
adverse impacts to elements of the environment listed in Washington Administrative Code
("WAC") 197-11-444. These impacts should be considered, and mitigated, under SEPA.
Scope of Review. The Determination of Significance issued by your office on March 25, 2009
states that an SEIS will be prepared. It mentions "environmental reviews which have been
completed," and mentions what appear to be policy documents and approvals issued between
1 StockPot hereby incorporates its detailed comments in the MDNS Letter into this comment letter.
