Tiscareno Associates PS
500 Union Street, Suite 420
Seattle, WA 98101
T 206.325.3356
F. 206 436 6949
October 23, 2009
Mr. Allan Giffen
City of Everett
2930 Wetmore Avenue, Suite 8A
Everett, WA 98201
Re: Draft Supplemental Environmental Impact Statement for Cemex Materials
Dear Allan:
I have reviewed the Draft Supplement EIS for Cemex Materials dated September 23,
2009. I wanted to provide my comments on this document to you for consideration by the
Planning Commission, Tiscareno Associates is the architect and master planner of the
Cemex Materials site, also known as the Glenwood neighborhood project.
I really appreciate the city's effort to take an in depth look at the change of land use from
industrial zone to a zone that supports mixed land development. These are significant
matters for the city to weigh carefully. However, my main comment is that I am very
supportive of the proposal for a comprehensive plan change and rezone of the property to
zone that allows mixed use as proposed in Alternative 1 of the Draft SEIS.
The Glenwood Master Plan Neighborhood will be an architectural designed mixed use
community where homes, shops, restaurants, opens spaces, office and industry are
created in an urban context. There will be an emphasis on strong pedestrian connections
with internal trails that link to a hundred acres of new city park lands. The Glenwood
neighborhood will be a transit -friendly place encouraging alternative means of
transportation. The project, as proposed, includes a significant industrial component with
up to 500,000 s.f. of leaseable space.
The City of Everett's support the Glenwood neighborhood proposal would support
multiple city goals including Washington Growth Management Act (GMA), sustainable
development patterns and transit oriented development. The Glenwood neighborhood
provides a great opportunity for the city to utilize all land use policies as a tool to create a
model community that will build jobs and great neighborhoods.
Thank you for the opportunity to comment on the SEIS. Please let me know if you have
any questions or would like supporting information from our firm.
Sincerely,
Bob Tiscareno, AIA,
Tise - Associates
