There are no other <br />privately -owned developable parcels of comparable size in the MIC. <br />COMMENTS <br />Consistency with the Snohomish County General Policy Plan <br />From the Snohomish County General Policy Plan (GPP):, <br />LU 3.E.6 The county shall designate the Paine Field -Boeing area as a <br />Manufacturing/Industrial Center in coordination with the City of Everett. <br />The city and county worked together to establish the MIC designation in this area, and any de' <br />designation should probably go through a coordinated process as well. <br />Consistency with the Snohomish County Countywide Planning Policies <br />Snohomish County Countywide Planning Policies (CPPB) ED -3a and ED -3b lay out the criteria <br />and process that was used for designation of the MIC. The SCT process should also be involved <br />in the de -designation of land within an MIC. <br />According to CPP ED -3c, the MIC designation was applied in recognition of the existing <br />aerospace and manufacturing employment at the site. The MIC designation was applied, in order <br />to, among other things, "Encourage a mix of uses which support and enhance manufacturing, <br />aerospace and industrial centers." <br />CPP ED -5 calls on each local government to: <br />Adopt measures in their local. comprehensive plans which help to preserve <br />designated industrial and commercial land base for long-term regional -economic <br />benefit. <br />Converting the majority of the large 140 -acre industrialparcel to residential and commercial use, <br />and some small-scale industrial use could preclude the possibility of attracting a new major . <br />industrial employer, one that would benefit not only Everett, but also the region as a whole. <br />Consistency with the Puget Sound Regional Council Vision 2040 Multicount y Planning Policies <br />The Regional Growth Strategy adopted in Vision 2040 calls for concentrating a large share of the <br />region's future population and employment growth in Metropolitan Centers. Everett is the' <br />Metropolitan Center in Snohomish County. 20% of the county's population growth from 2000 <br />to 2040 - 89,000 people - and 36% of the employment growth is targeted for Everett. <br />With the, 2025 growth'targetss adopted in the Snohomish County CPPs, 8.7% of the county's <br />2002-2025 population growth, and 35.2% of the employment growth, is targeted to Everett. The <br />2007 SLR shows that Everett has the population capacity to accommodate its 2025 target, but it <br />
