Bob Larsen
From: Dave Koenig
Sent: Tuesday, October 06, 2009 2:55 PM
To: Bob Larsen
Subject: FW: City of Everett's DSEIS 09-001, Cemex property, SW Everett rezone
Bob
For the DEIS effort Please do a records request for the report Kathy mentions in her email.
Dave Koenig
From: Kathy Pierson[mailto:kpierson@shd.snohomish.wa.gov]
Sent: Tuesday, October 06, 2009 2:33 PM
To: Dave Koenig
Subject: RE: City of Everett's DSEIS 09-001, Cemex property, SW Everett rezone
Dear Mr. Koenig,
The Snohomish Health District has a 12 page report that summarizes the four sources of contaminated soils and their
respective GPS coordinates. We are able to provide that report to your office upon receipt of a Request for Public
Records which is available on our SHD website www.snohd.org under "forms".
With regards to restrictions associated with these soils, i.e., residential use, I think it would depend on the final depth of
the buildings to determine if the elevation of the contaminated soils would adversely impact construction or the end use of
the property. Again, the GPS coordinates in the above-mentioned report may be helpful, or you may want to directly
contact the Landfill manager at Cemex for that information.
Solid waste facilities, such as Cemex's Inert Waste Landfill on Glenwood Ave., are regulated by the local health district.
But due to the nature of the aforementioned contaminants, the Department of Ecology's Solid Waste division was asked
to provide technical expertise.
It may be necessary to contact the Department of Natural Resources, as that agency regulates the end use of reclaimed
landfills in the state. The contact person for the Snohomish county region is Ryan Skov at 360.902.1433.
I hope this information is helpful. Please contact me as needed.
Kathy Pierson
From: Dave Koenig[mailto:DKoenig@ci.everett.wa.us]
Sent: Tuesday, October 06, 2009 1:12 PM
To: Kathy Pierson
Cc: Bob Larsen
Subject: RE: City of Everett's DSEIS 09-001, Cemex property, SW Everett rezone
Kathy
Thank you for your email. We would like the additional information which you offer; maps, GPS coordinates and
further description of the deposits. Are there restrictions on development in the area of the contaminated soils.
Are residential uses allowed? Is it advisable to allow residential uses? Are there other agencies besides the
health district involved with the review and monitoring of the site now and in the future? These are some quick
questions for you. We will want to continue to communicate with you as we go through the Environment review
process.
